No!
Windows XP with IE6 and WMP 9, is as new as you can get... You have to install the program update it without rebooting for it to work... By the way Roxio has taken down the legacy updates, you would of needed to download them and saved them for a install now.
The label program from ECDC5 can be used in a later OS, thanks to user Brendon...

That is a Dell OEM version and only Dell (they provide ALL support for their versions) could tell you.
Highly unlikely theirs will be any different than Roxio's full retail version.
