New Cd Comes Up As "write Protected"

I am running Toast 6 on Mac OSX v.10.4.11.  Why would inserting new (fresh out of the package), blank CDs (Memorex CD-RW) bring up a dialog box that says "The drive reported an error. Sense key=ILLEGAL REQUEST, Sense Code=0x27, WRITE PROTECTED"?    What can I do to just simply burn a CD?!?

Very strange and I don't know what is the cause. I'm not fond of Memorex media and it could be an issue that the media and the drive's firmware don't get along. It could be a Toast 6 issue, too. The easiest test is to try a different brand of discs. Is there any problem with CD-R discs?
