I don't think you can uninstall it without reinstalling the program but you should be able to use Windows Start msconfig start up tab to disable it at the next boot. You will have to acknowledge that you made the changes and to not bother you again.
I did not install streamer so I'm just guessing that it is there in the start up.

The Roxio Streamer and Roxio Streamer Desktop Applications should appear as seperate items in your Programs and Featuers panel. You should be able to remove them seperately.

That is exactly what I had to do to remove Streamer. I inserted the Creator 2011 disk, and eventually got screen that allowed 'Repair' or 'Remove' 2011.

The Streamer Server is the other part, and you can remove that by running the MSI file in the STREAMER_SVR_X86 [or _X64 for 64-bit] folder of your installer.
