When I got this message on my XP computer, I was intimidated by the lengthy registry tutorial.
Luckily I kept reading through everyone's tips and found a mention of Creator Service Pack 4, which you can find here.

I simply installed that and the program loaded up fine.
Just wanted to give that tip to anyone else in case it might work for them, too.
Tech details: had Creator 2009 on XP and it worked fine for the past year, then this last week I reformatted my hard drive, reloaded Creator, and got the error message.

Update: Well, the program loads, but things like the Sound Editor and MY DVD tell me I "No permissions to launch application."
But Ripping still works, which is what I wanted it for, so it's not a total wash.
