in properties (after right clicking on the roxio icon) can changing the "windows version" take care of the compatibility issues and if so what version would be right?

No
The latest suite is Creator 2011. Creator 2010 is also compatible. There are also some slided and diced versions of Creator 2010 and 2011 that have parts removed. Do you use the entire suite of programs or only, for instance video vs audio or do you do everything.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.
