Roxio Creator 9 Will Not Run

Roxio 9 used to run on my laptop, recently I had to crash my laptop and reformat the hard drive. I used the toshiba restore to configure my computer as when it was purchased. I loaded from disk the creator 2009 ant it appeared to install correctly. When I try to run the progam I get a Roxio emblem in red on the screen and then it stops running. it does not interfere with any programs or crash the computer or even give an error code. It just acts like nothing got loaded. I installed the sp4, but it still acts the same

What OS are you using and is it EMC 9 or Creator 2009 (these are two completely different things)
