I have attempted the clean the optics and I have burnt CDs from Itunes with no problems at all. So this suggests that the problem does not lie with dirty optics. It also reads DVDs fine.
Regarding your suggestion:
Have you tried choosing Save as Disc Image to see if Toast crashes while writing the disc image? If that happens then something is wrong with a file that Toast is trying to read and write. If it doesn't crash try burning the disc image using the Image File setting in the Copy window.
I am not sure what you mean. How do I Save as Disc Image? And how do I burn the disc image using the Image File setting in the Copy WIndow.
I attach a copy of the Roxio Toast prefs that I think you mean. Should I delete this and try again?

If, against the odds, this file was not deleted when I deleted the files, when I reinstalled does the Toast installation rewrite over them or does it ignore them as they are already there? If so, could it be causing the hardware error?

The CD laser is different from the DVD laser in the drive. Reading is also different from writing. So it is still possible this is a drive or laser issue. A hardware error does indicate a possible problem with the drive. Using a laser-cleaning disc may help. Fortunately, external drives are inexpensive and better quality than the ones Apple builds in so a replacement isn't too much of a downer. I suggest getting one of LaCie's external drives if you need one.
There are two Toast files in the preferences folder. One is Roxio Toast Prefs and the other is com.roxio.toast.plist. Both can be trashed and will be replaced when Toast is relaunched. Doing this requires going through the Toast set-up assistant again but your registration key will be remembered.
