I have a Dell Precision x64 Windows 7 and upgraded from Roxio 2009 to 2010, and I cannot access the Video or DVD programs; when I try to I am informed that "No permissions to launch applications". I have downloaded the Repair licence application but to no avail. I actually considered upgrading to 2011; but luckily tried to convert a video and realised that I have a problem. If no help is forthcoming, then I will seriously have to consider switching to Cyberlink PowerDirector x64. I do have MacAfee Total Protection on board. Needless to say, I would rather see the problem fixed!

Your problem may be McAfee related. Please read this

I have McAfee Total Protection, and I have disabled it temporarily; waited 5 min for "Licence File/ view Edit" after pressing the button - just keeps on running on Task Manager, but no result. Still give the same message after running Licence Reset & Timelocks

Don't disable it - turn it off while you patch/install and then turn it back on
ps - do NOT run the registry cleaner part of McAfee

Good luck with a Cyberlink 
The extra User Account was just being asked to get past other problems that your PC apparently has... It can be deleted after you install Roxio.
