Can anyone help me with this issue that I've never had before when burning a DVD using Toast on my iMac. The error description on Toast states: "Couldn't complete the last command because an error occurred trying to connect to the DV Camcorder."

Are you trying to connect a DV camcorder? If not you likely have some device connected by USB or Firewire that Toast is mistaken in believing is a camcorder and you need to disconnect it. If you are trying to transfer video from a camcorder, please provide more info.
