Creator 10.3 DE is a OEM version of an earlier program called Easy Media Creator 10 but slightly updated.  It is not anywhere near Creator 2010 so your post was moved.

As an OEM version, support will come from Dell.  You must contract them for for your answer.

My guess is NO.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.

Besides what Steve said, EMC and Creator products are not supported on a server OS

Creator 2010 onwards MAY work but isn't supported. There are no guarantees

"For data burning and copy, audio capture and editing: Intel® 1.6GHz Pentium 4 processor or AMD equivalent, 512MB RAM for windows XP and 1GB RAM for Windows Vista and Windows 7. For video editing and conversion and DVD playback Intel Pentium 4 2GHz processor or AMD equivalent and 1GB RAM. Multi-core processor with at least 2GB RAM recommended
