Is there a way to burn mpeg videos to a CD or DVD so that you can play them on a DVD player?  Or do you have to convert the mpegs into WMV or another format?

I have a bunch of music videos that I want to create a disc with that are in mpeg format and I don't know which program to use or what to do.

You can use Videowave or MyDvd.  If you just want to play them with a menu structure, MyDVD is what you'd want to use.  If you need to do editing, transitions or any effects, you'd use Videowave.  
Both are rather intuitive for the simple things but for more complicated things, try as you go or ask for specific help here.
Mpegs are fine and MyDVD will convert them to dvd compliant files.  Converting them to wmv would not help quality as MyDVD will need to convert them back to an mpeg format anyway.
