I have family video of folks taking pictures of each other. In the video, when someone snaps a picture, I want to insert the actual picture taken. First a flash and a sound effect of the camera shutter and the photo appearing. Any idea how to do that in Creator 2010? Thanks.

I hope you are using Video Wave (Edit Video -Advanced). Just split the video where you want to and then add in the image. Use one of the transitions to create the flash and a sound effect of the camera. Add the audio last because to can be put of place is you edit the video after you add the audio.
I don't have Creator 2010 installed anymore but you should have several of the ones I have. Look at the explode transition or the effect "camera flash" added to the video near the cut. Add it to the internal track of the video section, Add a transition to the section where you go from the camera flash to the image. I played around with it quickly and you may have to add the image as an overlay to get it to time out correctly.
Switching between the timeline video and the storyline view and back will help you not lose your place.
Just go on line to find a wav or mp3 file of a camera click.
