What operating system are you running?  Creator 2009 is not compatible with W7.

It is possible that the program did not completely uninstall when you tried and that your anti-virus is causing the problem.

1)  Try this to remove the program (link).  then
2) prepare your computer using these guidelines.
3) Make sure you turn off that anti-virus before you try to install.
4) Tturn off the registry cleaner in your anti-virus.  It is seeing one of the Roxio enties as something that needs to be removed.
5) Reinstall and update.
Regardless of what I say about computer maintenance, there is no need to defrag a solid state hard drive.

Thanks Reply! I am from Beijing, China, I do not speak English, Language through the google translator, inevitable error, please understand. :)

My operating system is window xp sp3, I have turned off anti-virus software, the error persists
Now, I have to change the system to vista sp2, no problems found.

However, vista update later, net framework 3.5 installation error. The creator 2009 can be installed and used properly. What is the reason?
I purchased roxio creator 2009 is the download version.
If future problems, I would post for help. Thank you!  :)
