I have a dmg of the snow leopard installer disk. can I use toast to run the installer, or do I have to burn onto a disk?

Don't know, but it likely needs to be mounted from a disc. Also, anything you can do with the .dmg using Toast you also could do using Disk Utility.
I'm just a fellow Toast-user so please don't blame Roxio for any misguidance I may provide. And do let me know if your issue gets solved. Cheers from Eugene, Oregon!

It's much simple to burn a disk and keep it. Certainly You will need it in future.
