I've been looking and try as I might, using Videowave, I can't find any info on how to insert a background in a scene that was shot on blue or green screen.

First of all, is this even possible with Creator 2009? Secondly, are there any workarounds I might be able to use?

Try the Roxio Learning Center ... click on the Video/Movies tab. Creating Green Screen Effects is about the fifth title in the list.
