Cineplayer Won't Change My Region

I was given a computer by a friend last year, which came at a perfect time as my old Dell was tired. It's a Dell Dimension w/Windows XP Pro, Intel Core 2. (I have no idea if any of that is useful in helping with the below problem but there it is).
So, I tried to play a DVD today. The Cineplayer program immediately recognized the DVD by title but when i tried to play it, it said the drive was set for the wrong region. No problem i thought...i'll change it. I went through my device manager. It was set for Region 2 (not sure why) and i changed it to region 1.
Then it gave me a message- "Unable to update region setting. Please make sure the drive has a region 1 media and you have administration privilege."
Now i have reached the "duh" moment of this operation. Any help or advice would be appreciated.

So what is the region setting for the DVD? Where did you get the DVD?
Perhaps the previous owner has changed the region setting on the burner several times already. You are only allowed 4 or 5 changes.

The American DVD Copy Control Association in California requires that DVD-player manufacturers incorporate the regional-playback control (RPC) system in their players, and the region settings can be changed by the user only a limited number of times - around 4 or 5 changes.
From what you've said your DVD is region 1 [USA/Canada] but your player is set to region 2 [Europe and Middle East] and won't change. It looks as if you don't have any changes left.
To fix this usually requires returning the drive to the manufacturer. It is complicated and expensive. You may be better off replacing the drive.
I'm sorry. Blame the DVD Copy Control Association and whoever enforces their edicts.

Considering the previous owner being a 72 year old woman, i somehow doubt she has changed it at all much less the maxed out number of times. She knows zero about computers.
When i try to change the region setting through windows device manager, it is telling me it is currently set for region 2. When i try to change it through the cineplay control screen it says the current setting is 'not available".
No matter which way, it simply says it will not allow me to change it.
Still lost.

How many region changes are left on the DVD player? Why can't you use the Device Manager to change the region setting from 2 to 1?

That would leave you with no changes left, and would explain why Device Manager can't change Regions any more.

Have you tried changing it in Device manager?
In device manager right click the drive, click properties, then the DVD Region tab.

Again, in trying to change the region (with supposedly 3 changes left) it says :
"Unable to update region setting. Please make sure the drive has a region 1 media and you have administration privilege."
To recap -
It is currently set at Region 2.
I have not used all the changes.
The drive recognized the disk and even it's title, but would not play.
The owner of this computer is frustrated.

Yes, I tried to change the region after i inserted the dvd and was prompted to make the change by cineplayer.
I also tried to change the region through device manager.
Neither method works.

Have you opened CinePlayer, settings, Region Control Tab, selected the drive from the drop down, then tried Change Region to?
Open Device manager expand the DVD\CD Rom Drives locate the TSSTcorp DVD+-RW TS-L632H. Right click it and uninstall it, now reboot the PC.
Will anything change now?
Is this a Dell Laptop?
What is the firmware version #?
