I am getting a message saying that the file is DRM protected if I attempt to load the TiVo file to Creator 2012 Pro.
I can play the TiVo file by Windows Media Player or load the file to Windows Live Movie maker. The Creator 2012, the Windows Media Player, and the Windows Live Movie Maker are on the same Windows 7 Ultimate x64 system.
I wonder what I am doing wrong.

You aren't doing anything wrong...

It has DRM Protection in the file meaning you may View the file but you may not make a copy of it

Breaking the DRM is a violation of Federal Law

I do not have any problem making the exact copy of the video file in question by using Windows Explorer. Doesn't this mean the video file is not DRM protected? Besides, Windows Live Movie Maker as was mentioned in my previous post allowed me to burn a DVD from the TiVo file. Thus I could view as well as make a copy of it.  Why not by Creator?

Post a small sample of the original file on a file hosting website like 'upfordown' post a link here to that file and we can try it.

You said you could load it into Windows Live Movie Maker, but did not say you could burn a DVD with it

Do as cd suggests, we will need to play with the actual file to see what is going on.

I do not understand what "a small sample of the original file" means.  Do you mean a small cut from the original file? I can do that by using Windows Live Movie Maker, but then it would no longer be TiVo file.

There are different types of permissions for TIVO and Media Center files such as Copy Never, Copy Freely and Copy Once plus, the cablecard in the TIVO might be set from the cable company to not allow copying. However, since you said it plays in Media Player, usually that means it should work.  Try this to see if it works......right click the video file and choose 'convert to dvr-ms' and see if it converts the who file and plays.  if not, it's likely it's set to Copy Never.

I did not see 'Convert to dvr-ms' in the context menu. I navigated to the TiVo file by Windows Explorer and right-clicked on the file to display a context menu. Is this what you suggested that I should do?

Yes, are your running Windows 7?  It seems that tivo files can't natively be formatted to dvr-ms.  I doubt it will work but maybe you can try changing the .tivo extension to .mpg and then trying to convert to dvr-ms.  
There's another possibility that this won't work.  Sometimes, cable companies set the broadcast flag to Never Copy by mistake.  Are other tivo files working, just some or none?
Lastly, VideoReDo is supposed to work with .tivo files only if there are not copy protected.  I can't try as I don't have a tivo but do have a cablecard tuner and record using Windows Media Center and some files with DRM, I can't do anything with at all.

There is no problem converting the TiVo file to mpg by using VideoReDo. I can use this to burn DVD by Creator 2012 Pro. But TiVo customer service told me that I should use Creator 2012 to burn DVD. Their website provides detailed step by step procedure in PDF file and also video.  Roxio's selling points include supporting TiVo file.  TiVo should be recommending Windows Live Movie Maker instead which is free from Microsoft.

You have free phone support North America only.

Why not use it and ask Roxio support?

Sorry for my late reply. I called Roxio support but I had to wait for their answer by email. We exchanged email several times but none of their suggestions worked. So, I resorted to start from scratch or reinstalling the OS. Miraculously, the problem did not reappear.  It turned out that I was barking on the wrong tree.
