Toast 11 Pixelates On Scene Change

I am helping a friend burn some WMV videos to a DVD. He has the latest Toast 11.0.4 (?) just upgraded from 11.0.2. This problem occurred in both versions. He wants several WMV videos recorded to a DVD. We've been doing this kind of recoding for a long time without any problems. Then recently all of the recordings exhibit the same problem. As you watch the recorded DVD, it starts out fine and when the first major scene change happens, the rest of the movie goes into a highly pixelated mode. I don't know if there is some key frame issue going on? We can otherwise watch the movies just find using VLC or even in the Toast edit mode where you pick the starting scene image you want for the title menu. It views/plays perfectly. It's only when the videos are recorded that this happens. There are no errors reported at all from Toast. The DVD has been played back in multiple players and even in the mac that burned it, all displaying the same phenomenon. The sound plays just fine.
He does have several codecs and helpers on his mac, including flip4mac and perian, which we think are all up to date. The crazy thing as this only happens when we record a DVD. The videos are otherwise completely watchable.

I don't know why this is happening. However, go to Software Update in the Toast Help menu and you'll see there is now a Toast 11.0.6 update. Maybe that fixes the issue. By the way, I suggest first making a duplicate copy of Toast 11.0.4 and add 11.0.4 to its name before updating to 11.0.6. There was a data-burning problem with 11.0.5 and I don't yet know if that's fixed in 11.0.6.

We tried 11.0.6 and get the same results. Anyone have any other thoughts on this?

Unfortunately I don't have any wmv videos or the licensed decoder to do my own check. Something I would try is to use the Toast Convert window to convert the video using the AppleTV preset and if that works out use that version in Toast to make the video DVD. It also would show whether it is a wmv to MPEG 2 problem or a wmv to anything using Toast problem.
