Sorry, No! You may get some things to run but not all will and not very well.

Expect some things to not work at all (like VideoWave, MyDVD and maybe some others) and everything else to run VERY slowly.
This is an excerpt from the Minimum Requirements page for EMC 8 Suite (not Deluxe) on Roxio.com.
According to this, the only thing you can do with it is burn normal CDs. No capture, no editing... and the Deluxe Suite's minimum requirements are even higher.
I recommend that you either get a new computer and install EMC 8 on that, or return the product since you would bet more functionality out of 6 on your current computer then you would out of 8.

- For burning music and data discs: 500 MHz Intel® Pentium III or equivalent; 128 MB RAM
- For DVD, slideshow or video authoring: 1.2 GHz Intel® Pentium III or equivalent; 256 MB RAM
- For real-time MPEG-2 capture and burning: 1.6 GHz Intel® Pentium 4 or equivalent
- DirectX 9 or higher compatible graphics card

To add on to what liqvid said, my computer just meets the minimum requirement for video wave and such.
The specs are:
p4 1.4 ghz
512 mb of ram
20 gb hard drive
geforce 2 mx 400
Although my computer meets the requirement, but it performs Video wave and my dvd so sluggishly it is somtimes fustrating
