Stick with PAL if possible.
Here are the PAL video DVD specs:
720 x 576 pixels MPEG2 (Called Full-D1)
704 x 576 pixels MPEG2
352 x 576 pixels MPEG2 (Called Half-D1, same as the CVD Standard)
352 x 288 pixels MPEG2
352 x 288 pixels MPEG1 (Same as the VCD Standard)
25 fps*
16:9 Anamorphic (only supported by 720x576)
Toast's PAL encoder is limited to 720x576. To encode at one of the lower resolutions you'd need to use different MPEG encoding software. As for using a different application to upscale the resolution of your AVI, the problem remains the same. The software has to invent (interpolate) the additional pixels. This means making a guess that the missing pixel is an average of the ones surrounding it. This makes edges soft. With your video there would be more invented pixels than defined ones.
With a different MPEG encoder you could choose one of the lower resolutions in the above list. Toast will use those MPEGs without re-encoding to burn your video DVD. Check the Mac forum at videohelp.com for information about using other encoders.
Something you might look into is DivX. If your AVI is DivX then you can burn it directly to CD-R (see Toast Help) and play it on a DivX-capable DVD player (these are cheap). There would be no need for re-encoding in that case and the DivX circuitry makes the picture look much better than if it is re-encoded to full resolution.
