NOTE:  for this to make sense. Please update your Roxio Software to SP1.

Twitch.tv has 15 servers in the USA, Asia and Europe and depending where you live, connection to the right server will increase the guilty of your stream.

Prior to xSplit, Roxio and Wirecast. the guys over at Team Liquid release a simple to use ping tester for the servers. It is free to download and use and give quick hints on what server you should use for streaming.

Now, Roxio does offer a bandwidth tester built into the live stream tab but it doesn't really give you the best server to connect to.

I use the JTVPing to sort my servers out and then set the right on on my Live Stream Tab.

Best part is that the program uses little to no CPU and does not require a install. Just run the JTVPing and you will get your answers with a minute or 2.

Does it determine the 'best' or are you basing it on the numbers that it reports?

it sends pings out to the servers every millisecond or so and gives readings on time it takes to come back. what i do it let it run for a minute or 2 and go back the times/colours
Green = Good
Yellow = Moderate
Red = Awful
