Using the ISO image method to create then burn a DVD, at any step along the way do you have to finalize in order for the DVD to be viewable on a set top player?

If you are using Disc Copier to burn the ISO, it is taken care of for you. It is not part of the ISO file because the Finalizing burn varies depending on the media type.
Reading between the lines, I am guessing you have a DVD that is not playing??? Supply details and we should be able to offer some suggestions.
