Delete Numbered Panels in VW?

I am editing my production in VW-EMC8 which originated in SS.  After I drag a panel to another location on the Storyboard, an empty panel with a number remains at the old location.  I can select the empty panel but can't delete it.   There must be an easy solution to get rid of it but I can't figure it out!

Do you have a transition on both sides of the empty panel?  If so, delete one of the transitions and the panel will go away.
