Flickering On Top Of Video While Recording & After Burning Dvd

Question

My husband and I purchased a Roxio Easy VHS to DVD 3 plus to transfer our VHSC Camcorder tapes to DVD. The tapes play fine in the camcorder and on preview, but while recording in the Roxio software there is flickering (and it looks like a video tape) at the top of the screen. This flickering gets burned into the DVD. I went back and viewed the VHSC tape and it is perfect. What gives with this? What can I do to fix it? Tried changing to a different outlet to no avail. This ruins the DVD's. Please help!

Have a Toshiba Satellite P55T Windows 8 Computer. 8GB installed RAM 64 bit. Went to link to see if drivers were up to date. Downloaded and said I could not install. Said to see system requirements. Roxio said on the software there are no updates for the software. We have 501 GB available of 687 GB. Not very computer literate, so do you recommend I take Roxio back to merchant for refund?

We have the most up to date driver for Roxio we found out. We tried hooking up the camcorder to the pc to record and there was no flickering while recording, but then when we burned to dvd and tried to play, it flickered. Also, when we tried to edit and use enhancements we can stop the flickering and get a great picture, but then when we go to burn to dvd it takes a very, very long time. After it is burned, it will play on the computer but not on BD player. I'm confused. We are using Memorex DVD-R discs.
