Choppy Video

So I'm trying to burn dvds to play on my dvd player. However when put into the dvd player the video is very choppy. I'm using an mp4 file is that the problem. Am currently comverting to a mov file but I don't want to ruin another disc so if anyone can tell me what I'm doing wrong that would be great

Maybe I can figure out why if you post the full specs that Toast describes when you add the video to Toast.
