Creating A 480P Vs 480I Dvd

I have been using Toast 12 and now Toast 14 to create a DVD with some video footage shot at 1080p 60fps. I've been experimenting with various methods of encoding this onto the DVD, given that DVDs are either 30Hz at 480p or 60Hz at 480i. I've converted the videos to 29.97fps in Apple's Compressor. But when I try to force Toast to use Progressive encoding, it always creates a disc with 480i, at least according to my Sony BluRay player. My player shows 480p when playing a commercial DVD. How do I get Toast to produce a DVD in 480p?

Thank you,
