It can be done, but you'll need a bit of post-processing after Toast has done its thing.

 

First, set up Toast as you normally would. Add videos, set a DVD title, set menus to No menu, set Autoplay disc on insert, do not set Play all items continuously. Save as disc-image.

 

Mount the dics-image. Create a folder with the same name as the disc-image. Copy the content of the disc-image (VIDEO_TS and AUDIO_TS folders) into the new folder. The files and folders will be read-only at this time. Unmount the virtual disc from the disc-image.

 

Do a Get Info on the parent folder, set all sharing & permissions to Read & Write, unlock the paramaters (enter password), use the settings gear icon to select the option to apply to enclosed items.

 

Use third party app MyDVDEdit to change the loop setting. File > Open ... select the VIDEO_TS folder to edit. Select the last VTS in the upper left section. Then, in the bottom section, select Post cmds (post commands, i.e. what to do after the item has been played). One line, probably the last line, will start with a “Call” command, e.g. “Call VMG Menu Pgc 1, ResumeCell 1”. Inspect that by toggling the triangle. Here you can change the “Jump/Call” command to “Exit”. Now save the edited project (⌘-S).

 

Go back to Toast. Set mode to Video, then select VIDEO_TS folders. Add your edited VIDEO_TS folder. Burn.
