Horribly Pixelated BluRay VIdeo Encoding

I'm using the new Roxio Toast Pro 20, and I'm trying to create a BluRay DVD of a 90 minute feature film, but the encoding is creating lots of pixelation throughout various scenes in the video. I can't find a way to fix this. Does anyone know how to adjust the encoding details? It doesn't look like you can do that in the new custom interface. So, I can't have custom menus and control the encoding settings. Or, does anyone know if you can encode the video using another tool and not have Toast re-encode the video?
