Audio/Video sync issues

Question

From time to time I will run into an .avi file that plays perfectly in QuickTime, but when encoded in Toast 8, and burned to DVD, the video and audio are not in sync.

Is this a codec issue?

I have the following codecs installed in /Library/QuickTime:

drwxr-xr-x 3 charles admin 102 Sep 20 08:39 AC3MovieImport.component

drwxrwxr-x 3 root admin 102 Dec 9 2005 AppleIntermediateCodec.component

drwxr-xr-x 3 charles admin 102 Mar 9 2006 DivX 6 Decoder.component

drwxr-xr-x 3 root admin 102 Sep 21 11:41 DivX Decoder.component

drwxr-xr-x 3 root admin 102 Sep 21 11:41 DivX Encoder.component

MPEG Layer 3 is all I can remember right now, trashed the last one that didn't cooperate.

The reason I asked is that it might be the audio was at less than 44.1khz and the resampling to 48 khz for DVD caused the sync issue. Or if it was 12-bit audio like some DV cameras create there could be audio sync issues converting it to 16-bit.
