Blurr/censoring parts of a video?

Just wondering if EMC9 has a method of burring parts of a video? Kinda like the mosaics you might see over car numberplates on the news for example. I have figured how to blur whole frames but not individual areas. Fortunately the blurr can be static on this occasion (ie the area i want to blur is not moving around on the screen).

Is this at all possible in Roxio? If so how could I go about it? Also how would I go about having a blurr move around on the screen should I need to in furture??

Try adding an overlay to cover that part that you want to blur. You can resize the overlay, and place it where you need to. Use any image you want as the overlay. Use VideoWave timeline mode for best results. If you had an mpg2 file of the moving pixels, you could use that to give the same effect you see on the license plates.

 

A moving blur is not is possible with this program without a lot of hard work.
