If you mean that you want to view the contents, the easiest way is in Toast to click on Copy and then use the select button to choose the cue file. Then choose file-save as disk image, and have Toast mount the resulting disk image. You can then view the contents of the bin-cue disk. To burn a copy, you can either then burn the disk image you now have to disk, or, rather than creating the disk image, just click on the red button and burn it to a disk at that stage.
