The first called 'UseProxy' a REG_DWORD with values of 0 or 1 enables VCGProxyFileManage9 to be swithed off and on ie dont or do process files in the background (its 'job'). Note it still runs if set off but just doesnt process files. If the value is missing then its on by default. While VCGProxyFileManager9 works well as a background task it does take up CPU time and if using large files it may run for a few minutes. Therefore switching off can give slight improvements (according to some posts it may be more than slight for some).
I switch it off when burning DVD ready MPEG video because I do not need to edit. I would not recommend switching it off if you are creating a movie by editing and / or altering the audio tracks or using stills.

Dont know how the values relate to size because for me it was not created during installation (hence my problem). Setting it to 300 worked for me, perhaps people could post their setting.
Caution - if already set I would not recommend changing unless you are having a problem with VCGProxyFileManager9 running all the time. Also if the limit is set too high the proxy files will not be automatically deleted and hence your disk could fill up. If not set then you will be having a problem with CPU usage and therefore should set to fix.

In solving that I found two registry values used by it which some may find useful.
First the normal warning, the registry is not a 'black art' but if you do not know what you are doing then you could do serious damage to your PC.
