Something has corrupted your installation. Recently, I have had problems with Macromedia Updater causing a problem. It thinks there are updates to Roxio programs -- there are none. If I tried to kill the updater or just click on it, it would try to reinstall the program. I made sure it would not work !

 

If this just started happening, try doing a restore on your computer to just before when this started. (Windows>Start>Programs>Accessories>System Tools>System Restore)

 

You could try a Windows add or remove programs repair. Have your Roxio discs handy. If that doesn't work, then use the Add or remove programs to remove the program and then reinstall it. Between removing the program and trying to reinstall, clean your hard drive of malware and defrag it. When you are doing the re-install, make sure you do not have your anti-virus running.

 

If neither of those work, you'll have to do a clean uninstall/reinstall doing some editing of your registry. There are instruction else where on how to do this. It takes times and hopefully you won't have to do this.
