Why Is Toast Encoding Even When It's Set To "never Re-encode"?

Question

I've been using Toast 7.0.2 for a while with no problems, importing MPEG-2 video that's been encoded in ffmpegX and burning it as DVD-Video with menus. Today, though, I drop three video clips in as normal, and after it's multiplexed them, it doesn't start burning - it goes back to the start, multiplexes the first clip again, then *encodes* the second and third, even though it's set to "never re-encode".

All three clips are completely standard MPEG-2 files like all the others I've used before. Toast was working normally yesterday, but today it's doing this. I've added no new software or anything like that. Any ideas?
