If it actually changes the mp3 file on the hard drive then I expect the answer is yes. Otherwise no.

 

You might check the normalizing feature and check out the track gain adjustments that Toast can do. Click the box next to Show advanced audio mastering settings" in the Audio & Video panel of Toast preferences to access the gain option when making an audio CD. You'll see Toast Help topics that relate to these features linked on this page.
