How do i cut out parts of video in video wave

I need help cutting down video segments. I was wondering if there is a way i could cut out sections of video. I am going to make a music video but there are alot of "dead Time" in where the camra is looking at the floor or some people i would rather leave out of the finished product. Any advice would be greatly appreciated
