Pal To Ntsc Encoding

Question

I have lived overseas and have a lot of PAL format video. I am currently creating backup copies of my videos using toast 7.12. When I load the pal movie file toast asks me if I want to change the encoding to match the standard tv preference (ntsc). My question is does Toast really convert the video (ie the frame per second rate) or is this just a 'switch' so the playing device thinks it is reading an ntsc file ?

Toast really converts the video.

When you say you have "lots of videos" to convert, wouldn't it be easier to get a multi-format player that converts on-the-fly? It would save you lots of conversion hours...
