Can I Balance Audio Output Levels Before Burning To Cd?

I have been using iTunes to burn audio tracks to CD but find it difficult to balance output volume when assembling a playlist, so that tracks on playback are all equal and either not too loud or too quiet. Is it possible using Toast 8 to achieve this please? Or is it the responsibility of the output device (in this case a car audio system)?

This is called normalizing. The option is in the Disc menu. Select all your tracks and choose Normalize Track.
