Burn Speed

It may be. I am using an Early 2008 Mac Pro, but you would think that it could burn at a slower speed.

I don't know for sure if that's the reason. However, since Apple's burn apps don't have an option for setting burn speed it wouldn't surprise me if Apple's firmware for its current superdrives are missing this ability. I don't trust the reliability of my slot-loading drives so I nearly always use my LaCie Firewire drive to burn discs which does support different burn speeds. That's why I'm guessing it is a limitation of some Apple-furnished drives.

The only thing I know to check is to set the burn speed in Toast after the disc is loaded. If you see any burn speeds in Italics those are not supported. Newer media seems to be eliminating support for slowest speeds.
