Creating Chapters!

Hi all! I hope I'm not the only one experiencing this problem, and that there is a minor solution that I'm too dumb to realize. Anyway, I created chapters for a couple of movie clips that I intended to burn to DVD. The first clip comes out exactly as intended. The second one, for some reason, does not start at the beginning of the first chapter, but rather at the start of the second. I know that the first chapter does exist because I can rewind the DVD to the beginning of that movie. In addition, when I preview the entire project, everything looks fine and both movies start when they should. I'm at a loss. Thanks.

I couldn't find the post at this time but I read that the workaround is to go to each title and reselect to begin at chapter 1 (yes, go to the dropdown and actually select chapter 1).

Clearly, I haven't a clue about what I'm doing cause it didn't work. Could you give me a more detailed description when you have time? I can be a little thick at times. Also, why is the first chapter "locked"? I am unable to highlight it like I would the others. Thanks.
