Mpg-4avc Bit Rate Not Adjustable

This question is for Patatrox but if anyone else can answer please do. I used to be able to adjust the data rate from 26 mps down to whatever I wanted when using the MPG2 codec instead of MPG4-AVC. With MPG-4AVC when I try to burn in bluray format to a regular DVD it will encode but then stop and say there's not enough space on the disc even when the data bar at the bottom says it's fine. Is this normal with MPG4-AVC? Can something be done to change this in a later version of Toast? For now I'm stuck with having to have a disc big enough to put the program onto which means I'm locked into 26mbps if I want to use MPG4-AVC codec. Unfortunately the MPG-2 codec creates motion artefacts so I can't use it.

Any thoughts?
