The issue was that I was having when attempting to activate Cineplayer was that I was using VPN to connect to my company's internal web site and was "connected" during the time I was attempting to activate the DVD Decoder. Each time I attempted to activate my Cineplayer - I was unsuccessful.
I simply disconnected from VPN (although I remained "connected" to the web via wireless internet connection) - and then used the option to have the Activation process automatically detect my proxy settings. I was "activated" successfullyl in less than 30 seconds.
