Cropping To Fit Tv

I have created a project using the Image Cropper and tried photos reduced to 95% and 80% in 4:3 ratio. I liked that the 95% seemed to fit the wide screen nicely without borders but the resolution is not as I would like. If I do the Image Crop in 16:9 ratio do I use the 80% reduction?

In Image Cropper make sure you have the quality set to 100%.
