How To Blur Out A Number Plate ?

Hi, I have just finished, well almost finished my first production, I have been trying to find out how and what I need to do to blur my motorcycle number plate, I created the production in video wave, I'm happy with what I have done so far, but I really need some advise on what I need to do to blur or black out my number plate, I have contacted support and all I got back was a message saying it's tricky !

All and any advise would be very appreciated.

P.S it is a video not stills, so the plate is moving about. Even if I need to buy another programme, there are so many I have no idea where to start.

I think that you are asking too much from this program -- no easy way to do it. Read this.
