The only place I've ever seen anything like that would be for graphics programs (Paint Shop Pro, etc).

 

Unfortunately, you would have to do that frame by frame.

 

No doubt the big studios have fancy software to do things like that automatically, but I'm willing to bet it also carries a very fancy price tag

Apple's QuickTime ships with this feature native (and free I might add). Too bad. Well... appreciate the final answer.

 

 

Also, once you have your production edited, and outputted with Videowave, you can consider bringing the outputted product to Windows Movie Maker, which gives you the "old fashioned movie" as an optional effect, I think three different styles. I believe its for the whole production, not something you can add to certain frames.

Creator 2009Video Wave contains almost 100 video/photo effects including "black and white" and "sepia." The effects are additive so perhaps a combination of two will give you that old time film effect.
