DVD Video Playback Problems

Question

My DVDs encoded in Toast 7 are not playing properly on home DVD players. They freeze, stutter, and are generally unwatchable. They play fine on computers but have serious issues in 90% of home DVD players. It is definitely not my media as I have changed media many times and even with Taiyo Yuden DVDs the problem persists. My bit rates are staying below 8.5 mbps so it isn't a bit rate issue. I've been exporting Final Cut Pro Quicktimes using the File>Export>Quicktime Movie... option in Final Cut Pro, which seems to create an uncompressed QT that can only play in Final Cut Pro, but since the disks play fine in some computers and Toast encodes both the video and the audio, I can't imagine it is the source file that is the problem.

 

Any thoughts out there?
