Can't Use Internal Tracks On Overlay

I'm using a video on the "main" track of a VW10 production, then adding photos on the overlay track(s) that are shrunk some to allow the video to play around the edges of the stills. I would like to use Internal Tracks for text with the photos so I can move them about without having to relocate the text, but that choice is grayed out. Am I missing something or can this not be done in VW10?

First switch to the Internal Track then add the photo to the overlay track and the text to the text track
