OEM [Original Equipment Mfgr] Versions often will only work work with the Operating System they came with, and/or only with the burner they came with. In fact, when I tried reinstalling the OEM Version of Nero on my WinXP, I had to take the computer back to the shop where I bought it so they could make it recognize the burner drives (the one it came with, and the newer one).
