Yes Creator 2009 (not to be confused with Easy Media Creator 9) can. Open Videowave, add your source video file, select the "trim" tool (scissor icon above time line is one way) then adjust the Speed using the +/- icons. I find most "help" portions of programs to be that way Videowave hasn't changed a lot from 9 to 2009, so I figured it would point you in the right direction for v9 also.
