Is There A Way To Add Transition At My Chapters?

I'm wanting to add a dissolve each time we have turned the video camera on and off. I captured the whole tape (frankly one whole tape and another partial). It shows the two panels representing the two different tapes but I would like a dissolve each time I have turned the video camera on and off the many times within the two tapes (now two panels in my vw production). I can't find a way to create different panels or add the transitions manually. Ideally, my chapters or markers would be where I would want to put the dissolve transition. Any ideas of how to do it either correctly or through the backdoor?

To create a panel for each time you turn the camera on or off, switch to the timeline view, find the frame where you turned the camera off or on and put a split there. You can now put a transition between the two panels.
